Representantes, empreendedores e colaboradores comemoraram este reconhecimento oficial, pol\u00edtico e social da <\/span><a href=\"http:\/\/bit.ly\/2h6msG4\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">economia solid\u00e1ria<\/span><\/a><span style=\"font-weight: 400;\"> como uma ferramenta para o desenvolvimento local, democr\u00e1tico e sustent\u00e1vel no estado de Rio de Janeiro.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">No Brasil e especificamente no Estado do Rio a promo\u00e7\u00e3o de pol\u00edticas p\u00fablicas para o <\/span><a href=\"http:\/\/bit.ly\/2fIFT8R\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">desenvolvimento cooperativo atrav\u00e9s da economia solid\u00e1ria<\/span><\/a><span style=\"font-weight: 400;\"> n\u00e3o \u00e9 novidade. No entanto, <\/span><a href=\"http:\/\/bit.ly\/2nZsDRj\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">recentes transi\u00e7\u00f5es pol\u00edticas<\/span><\/a><span style=\"font-weight: 400;\">\u00a0e <\/span><a href=\"http:\/\/bit.ly\/2hgoDcR\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">graves cortes nas despesas p\u00fablicas<\/span><\/a><span style=\"font-weight: 400;\"> afetaram seriamente os programas e as secretarias de economia solid\u00e1ria, em n\u00edvel <\/span><a href=\"http:\/\/bit.ly\/2cIlnDw\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">municipal<\/span><\/a><span style=\"font-weight: 400;\">, estadual e federal, apesar do hist\u00f3rico da economia solid\u00e1ria de cria\u00e7\u00e3o de <\/span><a href=\"http:\/\/bit.ly\/2n1Gy6n\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">oportunidades de cidadania ativa<\/span><\/a><span style=\"font-weight: 400;\"> e a participa\u00e7\u00e3o econ\u00f4mica de indiv\u00edduos, grupos e comunidades que\u00a0de outra forma s\u00e3o exclu\u00eddos. Empreendimentos Econ\u00f4micos Solid\u00e1rios (EESs) frequentemente s\u00e3o baseados em favelas,<\/span><span style=\"font-weight: 400;\">\u00a0organizados em redes produtivas locais, e <\/span><a href=\"http:\/\/bit.ly\/2kkREmm\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">gerenciados por grupos de trabalho femininos<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><a href=\"http:\/\/rioonwatch.org.br\/wp-content\/uploads\/2017\/07\/crowd.jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-26746 size-content\" title=\"Apresenta\u00e7\u00e3o e plat\u00e9ia no evento. No contexto da <\/span><a href=\"http:\/\/bit.ly\/2sSXkXe\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">atual crise pol\u00edtica<\/span><\/a><span style=\"font-weight: 400;\"> e econ\u00f4mica, esta frente continua a defender um modelo alternativo de desenvolvimento econ\u00f4mico mais social, inclusivo e sustent\u00e1vel.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">O objetivo do Plano Estadual, lan\u00e7ado oficialmente em 26 de junho, \u00e9 guiar a execu\u00e7\u00e3o das pol\u00edticas p\u00fablicas que suportam e desenvolvem a economia solid\u00e1ria no Estado do Rio. Busca, especialmente, atingi-lo com a participa\u00e7\u00e3o ativa de representantes da sociedade civil no planejamento e na constru\u00e7\u00e3o de pol\u00edticas de Estado com nove objetivos (<\/span><a href=\"http:\/\/bit.ly\/2tkvO9c\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">veja p.15<\/span><\/a><span style=\"font-weight: 400;\">), incluindo:<\/span><\/p>\n<ul>\n<li>Fortalecer organiza\u00e7\u00f5es representativas da Economia Solid\u00e1ria como, por exemplo, o\u00a0<a href=\"http:\/\/bit.ly\/2t0W5ap\" target=\"_blank\" rel=\"noopener\">F\u00f3rum Estadual de Economia Solid\u00e1ria<\/a> e o Conselho Estadual de Economia Solid\u00e1ria nos seu pap\u00e9is de inst\u00e2ncias mediadoras fundamentais para o desenvolvimento da Economia Solid\u00e1ria, no Estado do Rio de Janeiro;<\/li>\n<li>Contribuir para a institucionaliza\u00e7\u00e3o democr\u00e1tica da Economia Solid\u00e1ria e para seu fortalecimento de seu movimento no sistema produtivo do Estado do Rio de Janeiro;<\/li>\n<li>Estabelecer metas qualiquantitativas que balizem as a\u00e7\u00f5es p\u00fablicas de desenvolvimento da Economia Solid\u00e1ria, no Estado do Rio de Janeiro;<\/li>\n<li>Apontar estrat\u00e9gias de gest\u00e3o, monitoramento e avalia\u00e7\u00e3o das pol\u00edticas p\u00fablicas de Economia Solid\u00e1ria;<\/li>\n<li>Reconhecer, valorizar e fomentar pr\u00e1ticas sociais e culturais de grupos sociais populares, tais como comunidades tradicionais, quilombolas, ind\u00edgenas, cai\u00e7aras;<\/li>\n<li>Reconhecer a Economia Solid\u00e1ria como forma de desenvolvimento local, sustent\u00e1vel e do bem viver.<\/li>\n<\/ul>\n<p><a href=\"http:\/\/rioonwatch.org.br\/wp-content\/uploads\/2017\/07\/jongo.jpg\"><img decoding=\"async\" class=\"aligncenter wp-image-26745\" title=\"Apresenta\u00e7\u00e3o de Jongo. O evento come\u00e7ou mostrando um v\u00eddeo introdut\u00f3rio com perfis de diferentes setores e produtores da economia solid\u00e1ria. Ap\u00f3s o v\u00eddeo, um grupo de representantes apresentou v\u00e1rios produtos de diferentes setores de trabalho e apresentaram o hino da economia solid\u00e1ria.<\/span><\/p>\n<p><a href=\"http:\/\/rioonwatch.org.br\/wp-content\/uploads\/2017\/07\/speakers.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-26743 size-content\" title=\"Palestrantes. Todos os palestrantes enfatizaram um ponto em comum: no contexto da atual ru\u00edna econ\u00f4mica do Rio de Janeiro, a economia solid\u00e1ria \u00e9 uma solu\u00e7\u00e3o para o desemprego e uma incubadora para o bem-estar social, cidadania e empreendedorismo. Os representantes dos diferentes departamentos de Estado aprovaram as estrat\u00e9gias organizacionais e de neg\u00f3cios dos EESs e expressaram o potencial de estimular a inclus\u00e3o e a comercializa\u00e7\u00e3o de empresas informais e <\/span><a href=\"http:\/\/bit.ly\/2lLLX07\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">n\u00e3o registradas<\/span><\/a><span style=\"font-weight: 400;\">. Elza Santiago, uma das palestrantes convidadas e representante dos EESs, mora no <\/span><a href=\"http:\/\/bit.ly\/2aEvDhs\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Morro da Coroa<\/span><\/a><span style=\"font-weight: 400;\"> e participa na economia solid\u00e1ria com o <\/span><a href=\"http:\/\/bit.ly\/2uid9YY\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">grupo de mulheres Bordadeiras da Coroa<\/span><\/a><span style=\"font-weight: 400;\">. Ela explica que &#8220;esse\u00a0plano vai dar sustentabilidade as propostas e projetos da economia solidaria. Tudo que a gente quer de pol\u00edtica p\u00fablica para a economia solidaria, est\u00e1 no plano&#8221;. Elza continua, dizendo que n\u00e3o foi f\u00e1cil conseguir esse reconhecimento e que ainda h\u00e1 muitas exig\u00eancias. Um dos maiores desafios que os trabalhadores enfrentam \u00e9 a m\u00e1 conectividade e a falta de transporte p\u00fablico entre o Centro do Rio de Janeiro e suas comunidades nas periferias. Tomando como exemplo o\u00a0<a href=\"http:\/\/bit.ly\/2smAgA8\" target=\"_blank\" rel=\"noopener\">encerramento dos servi\u00e7os de transporte da companhia de \u00f4nibus Santa Maria<\/a>, ela culpa a prefeitura, dizendo que o governo \u00e9 alheio<\/span><span style=\"font-weight: 400;\">\u00a0&#8220;ao\u00a0cooperativismo, a solidariedade, a agricultura familiar e aos movimentos sociais que est\u00e3o inclu\u00eddos em Santa Maria. Isso acontece por todos os anos l\u00e1&#8221;.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Ap\u00f3s o lan\u00e7amento, no hall de entrada do Teatro Municipal, trabalhadores da economia solid\u00e1ria entoaram seu slogan, &#8220;<\/span><i><span style=\"font-weight: 400;\">Economia \u00e9 todo dia, a nossa vida n\u00e3o \u00e9 mercadoria!<\/span><\/i><span style=\"font-weight: 400;\">&#8220;, lembrando aos representantes do governo que, para os trabalhadores da economia solid\u00e1ria, seu trabalho \u00e9 mais do que o trabalho, \u00e9 uma forma de vida e uma paix\u00e3o.<\/span><\/p>\n<h3>Uma luta cont\u00ednua por reconhecimento<\/h3>\n<p><span style=\"font-weight: 400;\">No ano passado, transforma\u00e7\u00f5es pol\u00edticas resultaram em cortes em programas sociais, incluindo o apoio financeiro para a Secretaria Nacional de Economia Solid\u00e1ria (<\/span><a href=\"http:\/\/bit.ly\/2sEBwic\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">SENAES<\/span><\/a><span style=\"font-weight: 400;\">) e para a Secretaria Especial de Desenvolvimento Econ\u00f4mico Solid\u00e1rio (SEDES). Formalmente, ambas se esfor\u00e7am para sobreviver e foram transferidas para departamentos menores. As feiras do Circuito Carioca de Economia Solid\u00e1ria, conhecidas como <\/span><a href=\"http:\/\/bit.ly\/2tkKqpe\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Rio Ecosol<\/span><\/a><span style=\"font-weight: 400;\">, foi um dos principais projetos do SEDES que facilitaram a venda de produtos pelos produtores da economia solid\u00e1ria nas feiras especialmente criadas em todo o Rio de Janeiro. Quando o antigo prefeito <\/span><a href=\"http:\/\/bit.ly\/1k4eA6c\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Eduardo Paes<\/span><\/a><span style=\"font-weight: 400;\"> ordenou a paralisa\u00e7\u00e3o das opera\u00e7\u00f5es da SEDES, em outubro de 2016, antes de deixar o cargo, e a Secretaria mudou-se para um pequeno departamento sob a Secretaria Municipal de Desenvolvimento, Emprego e Inova\u00e7\u00e3o com o novo prefeito <\/span><a href=\"http:\/\/bit.ly\/2cIlnDw\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Marcelo Crivella<\/span><\/a><span style=\"font-weight: 400;\"> este ano, a maioria das pol\u00edticas p\u00fablicas para a economia solid\u00e1ria foram interrompidas de repente.<\/span><\/p>\n<p><span style=\"font-weight: 400;\"><a href=\"http:\/\/rioonwatch.org.br\/wp-content\/uploads\/2017\/07\/Solidarity-economy-workers-cheer-after-launch.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-26713 size-content\" title=\"Trabalhadores da economia solid\u00e1ria comemoram depois do lan\u00e7amento.\" src=\"http:\/\/rioonwatch.org.br\/wp-content\/uploads\/2017\/07\/Solidarity-economy-workers-cheer-after-launch-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org.br\/wp-content\/uploads\/2017\/07\/Solidarity-economy-workers-cheer-after-launch-620x264.jpg 620w, https:\/\/rioonwatch.org.br\/wp-content\/uploads\/2017\/07\/Solidarity-economy-workers-cheer-after-launch-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/span><\/p>\n<p><span style=\"font-weight: 400;\">Enquanto representantes do governo usavam o lan\u00e7amento do Plano para refor\u00e7ar a import\u00e2ncia da renova\u00e7\u00e3o das pol\u00edticas p\u00fablicas de apoio \u00e0 economia solid\u00e1ria, outros trabalhadores da economia solid\u00e1ria comentaram que eles n\u00e3o t\u00eam grandes expectativas com o lan\u00e7amento do novo Plano Estadual para levar seus produtos e servi\u00e7os para um mercado maior. Ilaci Oliveira, do <\/span><a href=\"http:\/\/bit.ly\/U0MiGm\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Complexo do Alem\u00e3o<\/span><\/a><span style=\"font-weight: 400;\">, participante do circuito Ecosol e colaboradora da Cooperativa Transvida, comentou sobre o evento: &#8220;<\/span><span style=\"font-weight: 400;\">A crise est\u00e1 geral, o Estado est\u00e1 quebrado, e tamb\u00e9m h\u00e1 falta de vontade pol\u00edtica. N\u00e3o acredito que este governo tem potencial para apoiar a economia solid\u00e1ria. Suas exig\u00eancias? Compromisso a longo prazo e apoio dos governos estadual e municipal para recuperar a Secretaria de Economia Solid\u00e1ria em vez de ser um sub-departamento. Outro objetivo importante do movimento \u00e9 ter seu pr\u00f3prio centro de refer\u00eancia, onde podem realizar reuni\u00f5es, organizar oficinas e ter um ponto de venda permanente para seus produtos. O estado do Rio de Janeiro diz que visa reconhecer <\/span><a href=\"http:\/\/bit.ly\/2n1Gy6n\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">este movimento<\/span><\/a><span style=\"font-weight: 400;\"> e promover a sua comercializa\u00e7\u00e3o.
